EDQM\u2019s strategic objectives is to respond to emerging public health challenges for the benefit of consumers. This includes co-ordinating efforts to ensure the safety and quality of cosmetics in Europe through standard-setting activities, overseen by the European Committee for Cosmetics and Consumer Health (CD-P-COS), and quality-testing activities, run by the European Network of Official Cosmetics Control Laboratories (OCCL Network).<\/p><p>The CD-P-COS develops standards, policies and common product quality and safety requirements that enhance consumer health protection in this field. The OCCL Network promotes technical collaboration in the field of cosmetics market surveillance. It also participated in a joint meeting with the OCCL Network, composed of over 50\u00a0OCCLs from Europe and beyond, working together to co-ordinate market surveillance and strengthen testing capacity. This work supports national authorities and ink manufacturers in conducting their mandatory assessments of the inherent microbiological and toxicological risks of intradermal injection of tattoo inks and permanent make-up. A new edition, scheduled for 2025, will supplement <a href=\"https:\/\/go.edqm.eu\/CMResAP20081\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\">Committee of Ministers Resolution ResAP(2008)1 on requirements and criteria for the safety of tattoos and permanent make-up<\/span><\/a>, as well as current European legislation.<\/p><p>As part of its public awareness activities, the CD-P-COS recommended that NCAs co-ordinate information campaigns designed to better inform consumers to help them play a more active role in protecting their own health by avoiding known risks. Examples cited were infographics, social media campaigns, brochures and other advertising that could be jointly finalised its review of quality requirements and recommendations for risk assessment as addressed by the \u201c<a href=\"https:\/\/www.edqm.eu\/en\/guidance-on-essential-oils-in-cosmetic-products\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\">Guidance on essential oils in cosmetic products<\/span><\/a>\u201d and supported the release of the entirely updated second edition.<\/p><p>This new edition contains up-to-date quality criteria and recommendations for the manufacture and safety assessment of cosmetic products containing natural ingredients, including essential oils distilled from plants. Essential oils, perceived as \u201cnatural\u201d, may be considered beneficial or innocuous by consumers. They may, however, have a high sensitising potential \u2013 through skin contact or inhalation \u2013 and therefore pose serious health risks. The protection of vulnerable populations such as children or sensitised individuals is particularly important. This event brought together participants from national authorities of 26 countries. It also provided an opportunity to conduct hands-on training on a multi-component analytical method for on-site participants.<\/p><p>The OCCL Network runs and co-ordinates <a href=\"https:\/\/www.edqm.eu\/en\/market-surveillance-studies-in-cosmetics-cos-mss\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline;\">market surveillance studies (MSS)<\/span><\/a> to verify the regulatory compliance of cosmetics in Europe. Within this framework, findings of traces of toxic nitrosamines in nail varnishes raised concern among network members.<\/p><p>An MSS on cosmetics for children, started in 2011 and now in its fourth round, is in progress to monitor compliance of these products with European regulations. The study focuses primarily on cosmetic products designed to appeal to children that have shown a poor level of compliance in the past.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-7edb0b56\" data-id=\"7edb0b56\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-124331bb elementor-widget elementor-widget-heading\" data-id=\"124331bb\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Nitrosamines<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4992119a elementor-widget elementor-widget-text-editor\" data-id=\"4992119a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The work on the validation of an analytical procedure for the determination of non-polar <em>N<\/em>-nitrosamines in cosmetics by LC-MS\/MS was pursued in 2024. Publication of the method is scheduled for 2025.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4c0f107 elementor-widget elementor-widget-heading\" data-id=\"4c0f107\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Proficiency Testing Scheme studies<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-eff558d elementor-widget elementor-widget-text-editor\" data-id=\"eff558d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In 2024, a PTS study on the determination of polar nitrosamines was finalised, giving the participants the opportunity to assess their ability to determine these toxic compounds in nail varnish.<\/p><p>Two other studies were launched: one focused on the identification and determination of glucocorticoids in body and face creams and the other on the determination of hydrogen peroxide in hair bleaching solutions and in toothpaste.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section the European Commission DG GROW pursued their dialogue on the market surveillance of cosmetics, established in 2022 with a view to co-ordinating and regularly exchanging information on the work of both organisations in this field.<\/p><p>In 2024, OCCL Network members and the EDQM undertook a number of activities to raise awareness of their role in the area of cosmetics, taking part in
